Fully Developed Claims Explained
In the Fully Developed Claims program, the claimant certifies that all readily available supporting evidence is submitted while VA still obtains identified federal records and provides necessary exams.

Quick answer
An FDC is not a different legal standard and does not guarantee approval or a fixed processing time. It signals that the claimant has submitted all private evidence they can readily obtain. If additional non-federal evidence or development becomes necessary, VA may move the claim to standard processing.
What to submit or identifyDetails
- Relevant private treatment records and testing.
- Service treatment and personnel records already in your possession.
- Lay statements and other evidence the claim relies on.
- Information identifying relevant federal and VA records.
- A complete application with all claimed issues.
What VA may still doDetails
- Request military and other federal records.
- Obtain identified VA treatment records.
- Order a C&P exam or medical opinion.
- Ask for clarification or additional evidence.
- Move the claim out of FDC processing when more development is required.
FDC versus standardDetails
- Standard claims ask VA to take more responsibility for gathering identified evidence.
- FDC can be appropriate when the private evidence is already complete and organized.
- Both use the same entitlement law and evidence standards.
- Adding evidence after filing is allowed, but it may change the processing track.
Common questionsDetails
- Will FDC always be faster? — VA says it may be faster, but no decision date is guaranteed.
- Should I withhold evidence to stay in FDC? — No. Submit relevant evidence; complete development matters more than a label.
- Do I need a private DBQ? — No. It is one possible item, not an FDC requirement.
- What if records were destroyed in the NPRC fire? — VA provides reconstruction assistance and the claim may require standard development.
Choose completeness over brandingDetails
Use FDC only when it accurately describes the evidence state. A well-developed standard claim is better than an incomplete “fully developed” claim.
