Quick answer
A decision packet is more than the first-page payment summary. The rating decision explains each issue, the evidence considered, favorable findings, reasons for the result, diagnostic code and evaluation, effective date, and decision-review rights. Use the exact issue wording and date when organizing what happens next.
Read it in this orderDetails
- Decision date and veteran-identifying information.
- List of issues and whether each was granted, denied, continued, increased, decreased, or deferred.
- For grants: diagnostic code, percentage, and effective date.
- For denials: favorable findings and the specific missing or unpersuasive element.
- Evidence list and reasons for decision.
- Notice of review options and the deadline that applies to this decision.
Understand common outcomesDetails
- Granted — service connection or another benefit was awarded.
- Denied — VA found one or more required elements were not established.
- Deferred — VA has not decided the issue yet and is conducting more development.
- Continued — an existing evaluation remains unchanged.
- Proposed reduction — normally starts a separate due-process period and is not the same as a final reduction.
Build an issue worksheetDetails
- Copy the issue name exactly.
- Write the decision outcome, percentage, and effective date.
- List each favorable finding.
- Summarize the reason in one factual sentence.
- Identify whether the next problem is missing evidence, disagreement with how the closed record was evaluated, or a Board question.
- Record the last safe filing date separately from your preparation target date.
Common questionsDetails
- Does “service connected” mean the percentage is correct? — No. Service connection, evaluation, and effective date are separately reviewable.
- What does “deferred” mean? — VA has not reached a final decision on that issue.
- Where is the C&P report? — It may be listed as evidence but usually must be requested separately.
- Can I send a letter saying I disagree? — Use the prescribed decision-review form and lane for a modern decision.
Do not miss the procedural clockDetails
Many review options use a one-year period from the decision notice, but exceptions exist. A Board decision also has a separate 120-day Court deadline. Verify the notice and obtain accredited help promptly if timing is uncertain.
