Quick answer
An ITF is not a disability claim and does not identify or adjudicate conditions. It creates a one-year period to submit the corresponding complete claim. VA recognizes online initiation of some applications as an ITF and also provides VA Form 21-0966 and telephone assistance.
What it can protectDetails
- A potential date for disability compensation or pension.
- A potential date for qualifying survivor benefits.
- The benefit type and later completed application must match the governing rules.
- Only one active ITF for the same general benefit type may be recognized at a time.
What it does not doDetails
- It does not file the disability claim.
- It does not list medical conditions.
- It does not extend a decision-review or Board/Court deadline.
- It does not guarantee the effective date or a grant.
- It does not last longer than one year.
Safe workflowDetails
- Submit through VA’s official online, telephone, or form process.
- Save the confirmation and date.
- Calendar a completion target well before one year.
- Gather evidence while completing the formal application.
- Confirm VA received the completed claim and associated it correctly.
Common questionsDetails
- Can I file evidence with the ITF? — The ITF is only the notice; evidence belongs with or after the completed claim as permitted.
- Does opening an online application count? — VA explains that starting certain online applications sets an intent-to-file date; complete within 365 days.
- Can I have several compensation ITFs? — Generally only the first active ITF for the same benefit type controls until a claim is filed or it expires.
- Does an ITF apply to Supplemental Claims? — Modern Supplemental Claims have their own filing and effective-date rules; do not rely on an ITF.
Check the confirmationDetails
If the date is missing or the benefit type is wrong, contact VA promptly rather than discovering the problem after the year ends.
